Course Registration – Terms and Conditions

This page outlines the official Course Registration Terms and Conditions of CCCS International Learning Institute Pte Ltd (CCCS ILI). These terms govern registration, attendance, funding compliance, payment, certification, and participant responsibilities for all courses offered by CCCS ILI.

1. General Information

All courses offered by CCCS International Learning Institute Pte Ltd (CCCS ILI) are SkillsFuture Singapore (SSG)-approved and eligible for funding, subject to SSG’s prevailing funding terms and individual eligibility criteria.


Exceptions: CERT First Aid + CPR/AED Provider Course is not eligible for SSG funding.


By registering for a course, the participant acknowledges that they have read, understood, and agreed to comply with the terms and conditions stated below.

2. Registration and Confirmation

  • Course seats are confirmed on a first-come, first-served basis upon full payment or official confirmation from CCCS ILI.
  • CCCS ILI reserves the right to reject or cancel any registration if eligibility or pre-requisite requirements are not met.
  • By submitting a registration form, participants agree that all information provided is true and accurate.

3. Attendance Requirements

  • Participants must attend a minimum of 75% of all course sessions and complete all assessments as prescribed.
  • Failure to meet attendance or assessment requirements will result in loss of SSG funding and the participant being liable for the full course fee.
  • CCCS ILI reserves the right to withhold certificates or assessment results if attendance requirements are not met.

4. Assessment and Certification

  • For WSQ courses, participants who achieve Competency will be awarded a Statement of Attainment (SOA) or e-Certificate issued by SkillsFuture Singapore (SSG).
  • Participants assessed as “Not Yet Competent (NYC)” may re-attempt the assessment upon payment of the applicable re-assessment fee.
  • All re-assessment fees must be settled before the participant is scheduled for re-assessment.
  • CCCS ILI reserves the right to withhold certificates or results for participants with outstanding fees.

4A. Assessment Deposit (Applicable to Singapore Citizens and Permanent Residents)

  • For selected WSQ modules, CCCS ILI is required to collect an assessment deposit equivalent to the assessment fee payable to POLWEL Ltd.
  • This deposit is collected in cash during registration or prior to assessment.
  • Upon achieving Competent status in the assessment, the full deposit amount will be refunded in cash to the participant.
  • If the participant is assessed as “Not Yet Competent (NYC)” or fails the assessment, the deposit will be forfeited and used to cover the POLWEL assessment cost.
  • This policy applies only to Singapore Citizens and Singapore Permanent Residents.
  • The deposit is not applicable to foreign participants or company-sponsored participants whose assessment fees are covered separately.

5. Course Fees and Payment Terms

  • For self-sponsored participants, full course fees must be paid upon registration.
  • For company-sponsored participants, a valid company purchase order or letter of undertaking must be submitted prior to course commencement.
  • Accepted payment methods:
    • PayNow
    • Cash
    • SkillsFuture Credit, where applicable and subject to SFC claim approval
  • All payments are non-transferable and non-refundable once processed.

6. Funding Compliance

  • SSG funding and subsidies are granted subject to eligibility and compliance with SSG requirements.
  • Participants who fail to meet SSG criteria (e.g., attendance, assessment, or other requirements) will be liable for the full course fees.
  • In cases where SSG or other funding agencies reject claims, CCCS ILI reserves the right to recover the subsidised amount directly from the participant or sponsoring organisation.

7. Pre-Requisites and Participant Eligibility

  • Some courses may require specific literacy, language, numeracy, or physical fitness levels.
  • Participants must meet the stated entry requirements. CCCS ILI reserves the right to refuse entry or continued participation if prerequisites are not met.
  • For physically demanding courses (e.g., CERT or First Aid), participants must be medically fit to undertake all activities safely.

8. Course Cancellation, Postponement, or Rescheduling

  • CCCS ILI reserves the right to cancel, postpone, or reschedule any course due to insufficient enrolment, trainer unavailability, or unforeseen circumstances.
  • In such cases, participants may:
    • Transfer to another available course date, or
    • Request for the course fee to be credited towards another CCCS ILI course.
  • CCCS ILI is not liable for any personal expenses (e.g., transport, accommodation) incurred due to cancellations or schedule changes.

9. Deferment, Substitution, and No-Show Policy

  • Substitution: A registered participant may nominate another person to attend in their place by providing written notice at least 3 working days before course commencement.
  • Deferment: Requests for deferment must be made in writing with valid justification (e.g. medical grounds) and supporting documents. Approval is at CCCS ILI’s discretion.
  • No-Show: Participants who fail to attend without prior notice will be treated as withdrawn, and all fees will be forfeited.

10. Conduct and Behaviour

  • Participants are expected to maintain professional behaviour and respect towards trainers, staff, and fellow participants.
  • Any misconduct, disruption, or violation of safety regulations may result in removal from the course without refund.
  • CCCS ILI reserves the right to take disciplinary action, including reporting serious misconduct to relevant authorities.

11. Mode of Delivery / Venue Changes

  • CCCS ILI may change the course venue, trainer, or delivery mode (face-to-face, hybrid, or virtual) when necessary.
  • Participants will be informed of such changes as early as possible.
  • If a participant is unable to attend due to these changes, they may request to transfer to another run of the same course.

12. Force Majeure

  • CCCS ILI shall not be liable for delays, rescheduling, or cancellations caused by events beyond its reasonable control, including but not limited to natural disasters, pandemics, government directives, strikes, or technical failures.
  • In such events, CCCS ILI will make reasonable efforts to offer an alternative course date or refund.

13. Intellectual Property

  • All course materials, including slides, manuals, and recordings, remain the intellectual property of CCCS ILI or its licensors.
  • Materials are provided solely for personal learning purposes and may not be reproduced, shared, or distributed without written consent from CCCS ILI.

14. Data Protection and Privacy

  • All personal data collected will be used strictly for course administration, funding applications, and reporting to SSG or other government bodies.
  • CCCS ILI complies with the Personal Data Protection Act (PDPA) 2012.
  • Personal data will not be disclosed to third parties without consent, except where required by law or for legitimate administrative purposes.
  • By registering, participants consent to the collection and use of their personal data for these purposes.

15. Marketing, Media, and Communications

  • CCCS ILI may capture photographs, videos, or testimonials during courses for training, accreditation, or marketing purposes.
  • By attending, participants consent to the use of such media unless they notify CCCS ILI in writing prior to the start of the course.
  • Participants agree that CCCS ILI may contact them regarding future courses, updates, or feedback opportunities.

16. Limitation of Liability

  • CCCS ILI’s total liability, whether arising in contract or tort, shall not exceed the total amount of course fees paid.
  • CCCS ILI shall not be liable for any indirect, incidental, or consequential damages resulting from participation in any course.
  • This clause does not limit liability for personal injury or death caused by proven negligence.

17. Governing Law and Dispute Resolution

  • These Terms and Conditions are governed by the laws of Singapore.
  • Any dispute arising out of or in connection with these terms shall be subject to the exclusive jurisdiction of the Singapore courts.
  • Participants agree to first attempt resolution through CCCS ILI’s feedback and complaint channels before pursuing other remedies.

18. Acknowledgment and Consent

By submitting a registration form or making payment, the participant acknowledges and agrees to abide by all Terms and Conditions stated above.
