1. Background
To encourage lower wage Singapore Citizens to upgrade their skills through training and improve their employability, the Government pays eligible trainees a training allowance. Trainees may apply for training allowance at Careers Connect, e2i, NTUC, Sinda and Mendaki. This circular informs Training Organisations about changes to the eligibility criteria and claim procedure from 1 January 2018.
2. Proof of assessment(s) attendance
Currently, trainees are required to show proof of taking of all assessments to be eligible to claim training allowance. From 1 January 2018, trainees can instead show proof of passing of the course. Training organisations will no longer need to provide “Certification slip of attendance for all assessments or equivalent” to trainees upon course completion. The requirement to retain proof of attainment of a minimum of 75% course attendance remains.
Changes to the Claim Procedure
One-stop claim submission and new merged form
3. To enhance customer experience, trainees will need to make one trip instead of two to submit their claims at Careers Connect, e2i, NTUC, Sinda or Mendaki. Currently, trainees need to first submit an application form followed by a claim form after they have finished a course. From 1 January 2018, trainees need only submit a claim using a new merged form upon the completion of training and attainment of outcome. The change will take effect for all courses with course start date from 1 January 2018. Please inform your trainees about the change.
New mandatory certification slip
4. With effect from 1 January 2018, Training Organisation will issue a revised training certification slip incorporating information that trainees satisfy all course completion criteria. These are (i) minimum 75% course attendance, (ii) passing of assessment, and (iii) attainment of qualification. The issuance of the certification slip is mandatory. In return, Training Organisations no longer need to provide trainees with separate documents to show course attendance, assessment(s) attendance and qualification attainment.
This mandatory certification slip is to be completed by Training Organisations and handed to trainees without delay upon the completion of training.
